MRWC MEETING

November 5, 1997

Most of the meeting was spent hearing from the new council coordinator on upcoming projects, tasks and goals for the council.

Other Issues Discussed:

Concerns with bylaws were discussed and it was decided that they would be revisited/revised by the by-laws subcommittee. Subcommittee agreed to meet Monday November 10. Several concerns regarding the quorum were raised focusing mainly on the fact that as the by-laws were written, there was nothing stopping one or two people from deciding something for the entire council.

It was suggested by Mark Taratoot that we adopt the by-laws as they were, but it was generally agreed they were not adequate and should be finalized before submission to the county commissioners.

Role of the sub-basin groups within the MRWC was discussed, and agreed on as a main agenda item for the December meeting. Several groups agreed to present their perspective at the next meeting. Some agreed to bring in proposals for work in their sub-basins.

Duncan Lowe raised concerns about CPRC&D's affiliations and "pro-development" mission. Karen Stroehmeyer responded to clarify the CPRC&D mission.

It was agreed we will elect officers for the council but more discussion is needed on the role of the officers and term of the positions. Next meeting was set for Dec. 3rd. Coordinator was to look into the possibility of holding the meeting at City Hall.

Tom Thompson agreed to facilitate the December meeting. No volunteers for scribe yet.

Water Quality Issues in the Willamette. 15 minute slide presentation and 15 minutes for discussion.

The Oregon Environmental Council has embarked on a three-year effort to communicate with five Willamette Communities (Springfield, Corvallis, Salem, Woodburn and Wilsonville) about issues facing the entire watershed and how each community's decisions affect other communities-connected by the river. They are working toward identifying which issues are most important to each community both locally and at the state level. The Corvallis Environmental Center is helping to facilitate this work in the Corvallis area.
